steering problem merc 165

Hello im new to this site.i have an old 1968 20' imperial boat with a 165 mercruiser ( gm 250 ). Anyway im swapping out motors and before dropping in replacement tried turning on the steering wheel to see how free the steering would be and it doesnt move at all.i tried pumping grease into the zirc but nothing. How would I go about freeing that steering up? I believe it is to old to have power steering and dont see any sign of it having it.help please!!!!!

I dont know of any way to free up a steering cable once it has seized.
I believe your best bet would be to buy a new one for a couple hundred bucks.
