Steering pulsing?

I have an 89 omc 5.7L thats been sitting for a while. I fired her up on muffs and when i went to check the steering it was really hard to turn and was making a knocking sensation and noise. I could see the hydraulics knocking too.

Is there something that needs to be lubed? or is a bigger issue?

Rusted U joints?

u joint seems fine. goes into gear and rotates drive without issues.

could it be the steering cable? is there a way to isolate that as the problem?

"U joints seem fine" ,you pulled the drive to inspect???????????

no. just meant there is no abnormal noise or hesitation from the drive. could that still be the problem you think? more so than an issue with rusting on the steering cable or clevis?
