Steering question

Hello,
I was out in our local river last weekend and had a lot of trouble steering. The wheel was pulling pretty hard to the left. Would a missing skeg be the culprit?



Also I get a loud squecking when I turn both directions. Is there any special lube or grease I should use. Being a 21 year old boat should I replace the whole sterring system and wheel?
