Welcome aboard.

Don't take the tilt tube out unless the motor is supported, otherwise the motor will fall off.

Soak the heck out of the cable with PBlaster or your favorite solvent. You may end up beating the cable out of the tilt tube.

Just went thru this with my pontoon. Soaking didn't help! I had to beat it out with a long spike used for landscaling timbers. It wasn't easy cause I didn't have a lot of room to hit it with my hammer, but I did get it out. When it was time to install my steering, we lifted the motor off the transom, turned the motor sideways and I took an industrial type wire brush (12ga)shotgun size hooked to my drill and sprayed pb blaster in the tube and brushed the hell out a the tilt tube, wiped it clean and applied marine grease to the tube. Slid the steering cable in, bolted the motor back on and all was fine! I did have another tilt tube located on Craigslist in case mine was too bad.

You have to lift the outboard just like the picturtes below, thgere is no need to use a hammer or go rude with it. There is no enough room to pull the the steering cable back, thats why its stuck.
