Steering Stiff before Cable Broke!!!

The months before my steering cable broke, the steering was real tight. Hard to turn the wheel either direction. We lubed it, but it didn't help much. Could it be that the gears in the helm are bad?

Ayuh,... Possibly....

Both the Cable,+ the Helm are Throw-away parts... Replace it as a Package....
