so i have my starcraft down to bare metal on both sides of the transom. there are a series of odd holes down the middle of the transom, that have no purpose i can see. so i am going to add a 15" wide X 12" high 1/4"thick aluminum plate to the trasom to cover all those holes and stiffen the trason where the outboard mounts to it.

I am going to add the plate by glueing with 3M 5200. the plate will have the four holes for the motor mount bolts, and the 1/4" holes for the transom brace.

my question is...should I prime with zinc chromate primers and paint before i glue the board. Or should i glue the board to bare aluminum, then paint afterwards the whole transom???

I'd recommend a good Acid wash, wipe down with acetone and Glue it. Do the SE priming after its stuck.

Don't paint it first, the 5200 will give better corrosion protection than the primer. 5200 will be fine with just a wash and solvent wipe down. Be aware that over the long term 5200 gets rock hard, brittle and can crack/shrink. Long term is 15 yrs in Florida exposure.
