Sticking throttle plate (thing?)

Hello all, Having trouble with the idle speed. Here's what happens: engine runs fine at idle and at speed, but after running at speed, I throttle back down to idle, but the cam shaped plate that moves the carb linkage (throttle plate?) does not go back to the idle position. It only makes it back to the mark that says "start", which keeps the engine revving a little high.

My question is this. Should the plate snap back to idle on its own, or does it rely on the throttle cable to pull it back to that position. Im not sure if my cables are the problem, or if it is the plate. (suspect is the plate-in which case, do I dare take it apart to clean and lubricate?)

Those parts should have a spring attached and even with the throttle cable/linkage disconnected the throttle flaps should snap shut.

You might need a good carb cleaning to make sure they work properly and are not hanging up

Carbs snap shut no problem, trouble must be in throttle cam. Don't see any springs though, I assume there hidden inside the arm. Is this a difficult part to disassemble/reassemble?

Try adjusting your throttle cable to bring it back to the stop.
