sticky throttle

i have a 1980 9.9 evinrude that starts and runs great except for two things.
1) i cannot 'rev' the throttle in neutral (idle speed dial adjusts fine), and 2) when i put it into forward and turn the throttle, it accelerates normally, then seems to stick and hesitate before accelerating to top speed.

other than the occasional stall during trolling, it runs great. any ideas?

You aren't supposed to be revving it in neutral. That's why they put interlock systems on the motor to prevent you from doing that.

so there is no throttle adjustment in neutral, for cold starts for example?

You should be able to rev. it a bit but only enough to start it. There is a designed interlock to prevent reving it beyond a certain point in neutral. More than one person has shifted into gear when the motor is reving to high and caused gear trashing problems down below. You should have some throttle range in neutral though. Not sure what you mean bu idle speed adj. but if is the knob on the port side that is good cause many of them don't work right. I also think you should clean and rebuild the carb. Best of luck. Rick.
