Stiff Outdrive , not steering cable?!?!

So I’ve been searching forums for help on this topic and just can’t seem to find an answer ... I have a mercury 3.0 Sterndrive, I originally assumed I had a faulty steering cable after reading most forums, however when I disconnected the link from the steering rod, the wheel turns freely and the rod moves in and out effortlessly.
that brings the issue to the steering arm, and the upper swivel shaft.
if I attempt to manually move the drive back and forth it moves, but I have to use a lot of effort. Very stiff.
I tried clearing out built of corrosion behind the transom wall where the lever meets the swivel, and then shot it with some lubricant. Reattached the pin, and worked it in with the steering wheel, but it’s still very stiff.

I want to mention there is little to no “slop” on the drive. It seems to react immediately to the wheel. Just very hard to turn. It’s drivable. But very much an issue.
suggestions would be great. Thanks.

Check the lower pivot point, could be corrosion there also. Are you in saltwater? Regardless, if it won't free up, you may have to disassemble and clean/replace anything that is wore out.

While the cable is disconnected try swinging the tiller arm manually. Also swing the drive manually from the stern. This will tell you if there is something binding, dragging. ...I'm assuming your 3.0 has manual - not power assist steering. If you have P/S also disconnect the steering ram before testing for binding. You drive should swing with your hand on the tiller arm.

If all is good back there, I'm guessing your steering cable is bad. Mine was very stiff connected, free wheeling disconnected. After much diagnostics, including snubbing the P/S pump to check pressure, I changed my cable. It was bad. I can steer w/one finger now.

Edit: Erm, disregard. I reread your full post.Go with Grub's advice.

if its that corroded, you will need to pull the drive and take things apart to correct the issue.
