stiff steering on newer boat

I just got a 1999 2600 wellcraft with a 5.7 efi and bravo III outdrive.
The steering and throtle controls are quite a bit stiffer that my old alfa 1 set up.
Question: should this be or do I need better lubrication?

Your steering cableis most likely corroded through the alminium tube.

Well, it's "new to you" but still 12 years old. Where was before you bought it?

Eastern side of Pa trailerd. used off n on. Has been in salt water for fishing.
Can the steering be lubed/greased? how do i know if its not a pump problem. I checked the fluid in the power steering pump and it seems a bit over filled. what about the throttle?

Have cables replaced. Standard wear item especially after 12 years.
