Stiff Steering - rack and pinion

I bought a 2001 Glastron fish n ski boat last summer and the steering on it is very stiff. Can this be lubricated somehow, or is a replacement cable required? If so, how costly is this?

Ayuh,... It's probably the cable corroded inside the tilt tube,...
Take it apart, clean it, 'n lube it...

My steering was stiff this year and thought it was a power steering issue. Then one day at idle speed I was bored and started working the steering wheel back and forth completely for a few minutes. Steering loosened up and is like butter now. Give it a try.
