Did you actually measure the fuel pressure to be 8 lb, or just guess?
Now it sounds like a fuel pressure/supply problem.....

It has a gauge inline just before getting to the carbs and primer. Its actually 6 now I dropped it to see if it was forcing through the carbs. I dont think it is tho.

Its lean that why tapping "choke" helps it, if it was flooding it would stumble and load up not bog. Set the fuel pressure at 7 psi and change jets and it will be good to go.

Unless you have changed elevation, I have a hard time believing it needs a jet sizing when it was good before. But then again, maybe a gremlin changed them out before without us knowing it.....;)
I would reclean the carbs. Even if they have been recently cleaned, simply moving lines around can add crap to the jets...
Be sure of the float setting.

I will probably end up recleaning and jetting the carbs, but I played around with some carb cleaner today and found that the oring gasket between the #5 carb and throttle plate was faulty. It was either kinked or nicked, but it reved up when you put carb cleaner on it, so it atleast has an airleak there. I will try to get a new gasket tomorrow. Before doing this I did lean the carbs 1/4 turn, it made it worse. And I also richened the carbs 1/4 turn. Richening them was better than leaning but not great. Maybe this leak is where the lean condition is coming from.
