power pack can be a possibility dont know if it has rev limiter check numbers on pack it will have something like the serial for the pack and 5500 5800 lL
on it if it has a limiter it could be bad see as how you run fine to 3300

Is 18 all the advance you get? It should be at or very near 28 at 3600-3800.

yes 18 degrees at about 3000-3200rpm but the reason i think it wont get anymore is because the timming arm hits the stop....the stop is adjustable (threaded)....but i did the timming in the driveway with wot and timming was dead on but put it in the water and 3000 rpms and 18 degrees is all i get....could i put it on the water and increase the timming a couple of turns and see if rpms and advance go higher or is there a better way ??? thanks again

Where is the timing stop screw? Almost all the way in or out? Or about in the middle?

When you installed the pistons, does the "slope" on the dome of the piston face toward the exhaust or toward the intake?

Good. That's the one question I hate to ask.

Another silly question - when you say it only gets 3000 rpm, that is when you're running in open water, right? That's not sitting on the trailer backed down the ramp, right?

yes open water...its weird you can be idling and put the shifter to wot and it has awesome power...jumps out of the hole and pulls hard till 3000 rpm then thats all it will do...no missing spitting or sputtering at 3000...it does sputter just a bit (about 10 second intervals) if you hold it at 2000rpms...as soon as you mash it it goes no hesitation....i also did the ohm test on the timer base it was within spec what else could cause the timming not to advance where it should be ??

OK, it's time to run the motor on a test wheel. Not a propshaft dyno but a test wheel. You'll probably have to take it to a dealer and let him do it. Unless they will loan or rent you the test wheel.

Another really stupid question - when you rebuilt the carbs did you remove the high speed jets? If not, maybe you should just to make sure they're clean. If you did remove them, are you sure they're all back in and snug? 1 per hole?

nah no stupid questions.....what does the test wheel do.. isnt it a plate that goes on here your prop is ?? or am i thinking of something else....went all the way through the carbs pulled each jet one at a time and they were all clean put them back in the same hole and snugged up...all i got to say is i hope its not something obvious but i'm out of ideas...i am going to hook to it and take it to the shop and see what they say...

A test wheel is a temporary replacement for the prop ... puts load on the motor w/o the big prop wash.

well after a couple of days at the shop..we traced it to a bad rectifier one of the wires had burned into and wasnt working to full capacity..it will now do about 4800 rpms ...
