Still over my head, but treading water

OK, I removed the hardened mass that was a rubber matt over my floor. I hope the installer burns in hell. Here is my problem. My floor is fiberglass and after removing the matt, there is alot of pitted and potmarked fiberglass and I am unsure of my next move. I was going to paint the floor before I installed my center console, but I don't know that I should paint this. I have attached pics of the floor with a close up of the area in question. I welcome your suggestions.

Also there is a pic of the center console. This is fiberglass ands shiny...can I paint this or no? What is the best tool or procedure to use for cutting out the holes and such? Should I bolt the flange to the floor or glass it to the floor? Thanks for taking the time to read and respond.

The console is already painted, the first layer in the mold was white gelcoat , thats better than paint.

If you paint it another color it'll soon scratch and look scruffy.

My console is mounted on a plywood foot, then screwed straight through into the deck subfloor.

a harbormaster cheap sand blaster and a coat of new F/G with cloth will help the deck.
