still won't start, ideas please

1961 Evinrude 40 HP Lark III 35524

I have:
Rebuilt the carb using a new carb kit
Replaced the fuel filter
Rebuilt the ignition system (points, condensers, spark wires) both plugs spark
Replaced the brushes in the starter

Fuel mix is getting to the bowl in the fuel pump, not sure how to test if it is getting to the carb and then to the head, I am thinking about spraying mix into the carb soon and see what happens

The engine cranks and cranks but won't start, not even a pop
I don't have a starter solenoid I am just hooking jumper cables from my truck (770 cold cranking amps) to the starter

What should I do now?

Did you read the secret file at the top on a non starting engine?

The essentials are:

Ensure compression... ensure strong spark at the plugs... ensure fuel is getting in... use a spray bottle of pre mix and spray in in the carb when turning it over... watch for backfires though...
