Two bolts on the inside, along with scraped knuckles.

You can jump across the solenoid posts to check them, as stated, one for up, the other for down. I think you will find 3 solenoids at the back, top of the engine. The one on the starboard side will be for the starter, the two to port will be the tilt motor. If the solenoid isn't the problem, then you probably will need to pull the motor. As mentioned, hard to get to, lots of scraped knuckles and so on.<br />If the geartrain, (the clutch assembly and drive assembly from the tilt motor), is leaking, water can enter the tilt motor. If you pull the motor and find evidence of water or rust, you will need to service and seal that geartrain also. If the tilt motor is bad, you can usually get it repaired at a qualified shop that does starters. If not, then you're looking at about $200 for a new one. <br />The tilt clutch assembly has two screws for draining and replacing oil. Remove the bottom, then the top and drain the oil into a clear container. You should be able to see if it has any water in it. There is a gear on the starboard side of the clutch that engages the tilt quadrant. That gear also has a sealing feature.
