ok new question.
My question now is. Do I have to get every fregin bit off. Or can I just sand over everything including the paint that does not come off easy.
If the paint does not want to come-off with scraping/sanding (or whatever your doing), it shouldn't come-off when you cover it with bedliner, so no, you don't have to get every fregin bit off.

The decision is really determined by how you want the finished coat to look. In one of your messages, you mention painting the outside, and whether it can be painted with a finish like a car. The simple answer is yes, but here's where the old paint may interfere - unless you sand the edges really well (called "feathering"), you'll see the edges between where the boat had paint, and where it didn't.

Regardless, prep is the key. Make sure you get all the loose paint off (scotch-brite pads will do the job), then sand everything (bare and painted surfaces), then clean everything, then clean everything again, then prime (bare aluminum with zinc chromate primer), then you're probably ready for the final coat. If the boat will be trailered, most any decent paint will do (I've even heard folks using a good quality exterior house paint). If you really want a nice finish, take it to a body shop, and have them spray with car paint.
