Stumped and Frustrated with Gear Shift

I have a 1988 Evinrude 48 SPL that runs like a champ. The lower unit has a new dog clutch and gears, the shift rod is set at 20 29/32, and it has a new shift cable as well. My problem is when i put it in gear I have to push the control lever past the detent to make sure it engauges into gear fully(forward and reverse). And still sometimes reverse wants to just grind, but if i unhook the cable and move the shift linkage by hand it goes in and out of gear perfectly every time.
Where is my problem? Is it in the control box itself?
