Stumped on 40hp lack of power

Have a 40 hp Evinrude Big Twian model #40652B. Runs great at idle and revs to higher rpm(just to see if it does rev, no long term free rev) but will not in gear. Will not plan 16' alum boat at all. Had motor checked at a dealer but still have problem and they refused . Any ideas where I shold look for problem.

Do a compression & spark check first---

Clean (at least) the carbs, link 'n sync, & de-carb the motor-
Worked for me

I would suspect it is running on one cylinder.One plug will probably be wet.
