When I go to full throttle and rpms run 3800 the engine surges but back off to 3000-3100 and it smooths out. At one time I had to adjust throttle cable and carb linkage. This was before I rebuilt Carbs. Do you think I may have throttle plates open to much and its flooding out? It never cuts off but surges. IE: 3800 to 2800 then back up. Adjustment took place early this year. I see in the evinrude repair manual that there is adjustment and calibration of these cables. But could there be other things? Motor is a E200TXECM 1998
