Surging?

Was given 9.9 '76 Johnson & 1436 flatbottom boat. Replaced plugs with NGK, replaced water pump, and rebuilt carb with kit. Starts fine, but doesn't seem to develop full rpms under load. Kind of wants to "surge" a little. Out of water, on the hose, it seems to run faster [don't have a tach so I'm guessing].

What do I need to look for and/or adjust?

I'm new here, so thanks for all your help.

You say out of water on the hose "muffs" it runs faster, I hope you're not putting her past 1500 rpm, your motor will "run away" on you with catastrophic consequences. The muffs are for testing idle or other quick fixes. Is this boat new to you, has the set up changed? What do you mean by "surge"?

Any engine will run better without a load.

Keep an eye on those plugs and when they wear out (which they will do in a hurry), replace 'em with champions.
