I believe CARB stands for California Air Resources Board. EPA is federal. Two different things. As far as air regs go, CARB is generally the most restrictive, in some instances more so than EPA.

I don't know of any lakes in the eastern Sierras that have banned them. I use my 15hp carbureted Evinrude all the time.
