Suzuki 4 doesn't start...at all

Hi guys,
We recently bought a boat that came with a Suzuki 4 kicker motor. I assume it's a Suzuki DT4? I couldn't find any markings or stickers to verify that. I've included a pic below to clarify.

We were trying to start it the other day and when we pull the starter rope, nothing. Doesn't even seem to TRY to even start. Here's a few things we did, just wondering if maybe we're missing something.

-filled gas(50:1). Didn't put in alot, maybe a 4-5 cups?
-pulled the choke knob out
-there is a small switch under the motor, looks like for transport or use. Tried it both ways
-made sure the motor was in neutral
-put the suzuki on a horse, put it in a bucket of water and tried to start it.

Assuming we didn't miss anything above, any ideas where we should start looking? I can get more pics of the internals. It looks CLEAN in there and as far as we can tell, there aren't any fuses or missing pieces. But we're n00bs, so we could easily missed something.

Thanks for that JB! I read it it through and it gives me more places to investigate. But did I miss anything else obvious for start up? This engine was bone dry for a while, so some guys here were guessing that maybe I had to turn the throttle on/off a couple of times to feed gas to the carb? I don't see any fuel bulb to pump gas...

On little outboards with integral fuel tank there is rarely a fuel pump, depending on gravity to get fuel from the tank to the carb.

If spraying fuel mix in the carb allows it to start you have a restriction in the fuel feed. That could be in the little filter on the outlet from the tank, the valve, or the carb inlet. . . .or it could be clogged jets in the carb.
