DJC - It is in neutral, Keep in mind i own a 38' Scarab...A 22 Celebrity,and now 2 Whalers, a 13 ' and a 16' so i am somewhat familiar with boats & motors...just not outboards.
am used to V-8's not things all crammed up in little spaces.

Get a good battery and with a lead off each terminal and hook the negative up to a ground on the motor (unscrew a bolt and attach the wire to that) then with the positive wire touch the positive terminal on your starter. If the motor turns then you know your problem is not the starter or the outboard.
