Thank you all for your replies , I've decided to just drill it out. Coat the exposed core with epoxy. Then install a SS Bolt with large washers and seal it off with 5200. Also I'm planning on dealing with all my unused transom screws at the same time. Wish the previous owner did not go mounting crazy on a perfectly good Pursuit transom!
I'll let you all know how it turns out and post some pics.

Sometimes it is possibile to slot the head of the screw with a dremel cut-off wheel and then use a flat head to back it out. .

This is the best advice so far .. IMHO along with AugerS ..

Yacht Dr do your agree with just going with a threw bolt ? I can't get the broken off screw out its pretty much flush now with the fiberglass from trying to get it out with the vise grips.

You've received a lot of diverse advice. Bottom line is...It's your boat and your decision. Go with your "GUT" and do it the way that makes the most sense to you. All of the methods proposed WILL work. Different levels of effort is the major differences.

Actually I was talking about the dremel with a cut off wheel ( suggested by Auger1 ) to "slot" the screw so you can use a flathead screwdriver on it to remove.

Im assuming its a #10 or #12 screw for something like that application. You might hit the glass a little but nothing to worry about.

Those little cut off wheels for the dremel are very small and thin.

I have removed a few sheared off bolts this way. Hopefully the screw has a large enough Shank so you have enough meat on it to use the screwdriver.

If this does not work ( or you dont have a dremel or access to a dremel ) then let us know :) ..

Well I tried the Dremel and there was not enough meat left on the screw to get a good bite with a screw driver. Then I ground the screw flush again bought a Grabit but I could not get the bit to stay on the screw it kept walking off the screw onto the boat. So I guess my best option now is to drill it out. This small screw caused a huge headace and a waisted a lot of time so far.

Well you have 2 options here ..

1. Die grind around the screw .. remove it and replace the hole with a glass filler ..

or..

2. Move it over like you suggested and just 4000 over everything.

Your choice if you cant get that sucker out.

I think I'm just going to grind the scew as flush as I can to the transom and Epoxy over it just to make sure it wont let any water in. Then move the ladder mount over a little and put in a new screw with 5200.
