SX Sterndrive Shift Problems - Help

On a 2006 Regal 2000 with Volvo Penta SX (5.0 Gxi engine) you can shift from neutral to forward fine, but once you advance the throttle more to give it power, nothing happens until you advance it enough that suddenly the drive "slams" hard into gear.
Replaced shifter cable and that did nothing, now been watching videos about replacing shift actuator assembly as it could get worn, or shimming gears, and all sorts of other potential culprits.

This appears to be a fairly common issue from other posts on youtube I've seen, anyone know what most likely it is?

Adjust the shift linkage at the drive. But you are tearing up your cone clutches by continuing to use it as is

You may need to rebuild the box
