Link & sync synchronizes throttle opening with ignition timing and yes it is required on your engine -- but only if need such as if components have been replaced, linkages messed with by previous owners, or if you are experiencing issues that require a thorough inspection and adjustment of the carb/ignition system linkages. You need a factory service manual for this procedure and you need to follow it to the letter from beginning to end. It is far too detailed to go into here.
