Tach Problem

I have a 10-year-old Teleflex tach that hasn't been working for a couple of years. It's stuck reading about 1,000 rpm and never moves from there. I established that there is current to the tach terminals, but I don't know where to go from there in terms of troubleshooting. Is it possible that the tach isn't getting a signal from the motor? How do I check that? What else could be the problem?

The motor is a Yamaha F60A outboard.

The first step is to trace the signal wire back to the motor, checking for breaks or corroded connections.
