When you fire it up does it go back to normal? Mine does that, when I fire it up it works fine.

Don't worry about it. Some tachs just do that.
If it works ok while it's running it's fine. When it's off, it doesn't matter what it reads, you know the engine isn't running.

buy a $40 voltmeter with a tach.. should be able to get at any auto store.. and a good tool to have to tune-ups etc.. hook it up and verify if your gauge is accurate..
