tahoe prop suggestion

Heres one for you prop guys,
I have a 06 tahoe ski fish alpha 1 gen 2, 1.62 ratio
5.0 vortec 305, 4 barrel carbed.
thru transom exhaust
21p offshore 4blade ss
nautica smart tabs

wot speedo 54mph hitting the rev limiter 4900 plus
hole shot so so

what do think pitch increase 23p 3 blade or 4 blade
I don't pull skier only tubing and wake, knee boarders

I would like to get the rpm back to 46-4800 tops + mph would be nice.

Presently your setup is pretty good except the rpm is a little high.Your slip is a reasonable 10%.
Assuming a 23 gets you about 4500 rpm using the same slip your speed will be about 54.
Hole shot may be slower, it will be a a little more sensitive to a load and may be more touchy
keeping it on plane at a slow cruising speed.
A 4 blade should temper some of those things but may sacrifice some top end.

I am running a 4 blade now with hitting the rev limiter, I tried a revolution 4 in 23 pitch,before smart tabs it was a big prop good top speed slow holeshot.
