try hot wiring the motor to a good while standing close enough to listen.
if the motor spins slowly then it is a problem of not enough torque & rpm. if the motor spins full speed then it is probably your valve body.

I have a mail-in rebuild listed with ebay for $90ish. Valve bodies are not DIY friendly. Hard to find parts and no written guide. I once tried to put together a rebuild kit for them but it was a dumb idea. About half the parts would get thrown away because they fit different versions. The instructions for all the different revisions were five pages long and I was only halfway finished. It became clear that telephone support was going to get real expensive. So I never finished putting the package together. It's not like the rams where you can use the same parts and same instructions for a zillion different engines. If you go to the force forums you will find threads about rebuild force valve bodies. They are actually just another version of what you have. Their 1988 revision is the closest to you.
