Is it possible to stop a leak at the inside transom plate without pulling the motor and outdrive?

This depends on where the leak is coming from. Do you take water while the engine is running or just by being in the water? Can you trace where the water is coming from?

Yes depends on what is leaking. could be exhaust "y pipe" or it could be rotten transom. I am a mercruiser guy so not able to give more suggestion on your OMC.

It looks like it is coming from the inside boat transom plate, possibly from one of the two nuts/bolts holding that bottom plate on. My son ran it aground pretty hard and I'm pretty sure that started the leak. Does anybody know what size the nuts are? I thought I'd try weaseling my arm up in there and tightening if possible. Hardly any room at all.
