TDC question? 1978 75hp johnson

So I have been trouble shooting, failure to accelerate past around 3000rpm. Using to Seloc manual. Link and sync procedure for finding TDC says rotate the flywheel clockwise and then back counterclockwise. This engine will not rotate counterclockwise. That a indication something is broken inside? Possible being fooled by 120psi on all cylinders?

Take the plugs out to relieve compression. Opinions will vary, but many manuals say not to turn it backwards because it might damage the water pump impeller.

Plugs where out. I used the other method of using the stop a 1, 1/2" ATDC.

If it wont rev above 3000 rpm I would do a spark test.
