Ted Williams 7.5 HP Carbeurator Problem?

I'm new to with outboards, and this is my 2nd post so bear with me.
I was recently given a Sears Ted Williams 7.5 hp outboard. I cleaned the carb and changed the fuel line from the tank and I'm having problem getting gas into to bowl. I've checked the fuel lines etc. I can get fuel all the way to the carb but it won'y go into the carb bowl? Floats ok Also there no markings to indicate age or mfg?

look at the flange area where the carb attaches to the motor.

There may be a rubber tube like item stuffed into a hole there.

It's called a fuel pump.

replace it

As suggested could involve the fuel pump element in the carb flange.There has to be some sort of a blockage.The float valve probably stuck closed Perhaps poorly assembled/adjusted.
