i have a 1974 ted williams 9.9 hp, it seams to run well but when i run it in a bucket or barrel for just a minute or two, then shut it off, there is a lot of green oil and/or gas in the water and will burn up a half a water bottle of gas in just that short time. I dont know much about boat motors, but but would like to figure out whats going on? any help would be greatly appreciated. is it gas/oil, or maybe lower unit oil?

Post a model number. You could have a sticking float, a sinking float, or a torn fuel pump element. It's llikely fuel overflowing the carb. You gotta pull it off, thoroughly clean it, and shake the float - if it's leaking, you hear the fuel in it. Look at the mounting face of the carb when you pull it, and you'll likely see an orange circle with a slot in the face of it. Yank it out, and roll it between your pinched fingers while looking closely for splits or tears. That your fuel pump element, and it's driven by vacuum pulses from the bottom end of the crank case. When you find your model number, enter it here, and do a model number search;

Do NOT turn that motor over without grounding the plugs or the wires, you can trash your ignition system, and you don't want any of that.

i removed carb. found that the orange element was not even there. after looking at the carb i figure someone was already in there cause can see where they put the welch plug in cause its chewed up a bit where they hit with screwdriver. also found that the screen inside the pump was gone as well. the float does not make any noise when i shake it so i sat in bucket of gas and did not sink so i ordered kit with new screen gasgets, flapper, and element. I will let you know when back together if it works. thank you for your help.

Some of those things had a welch plug in the pump element and used an external vacuum driven fuel pump. If that's the case, there will be a passage somewhere for the pump to get bottom end vacuum. I've never seen one of those, but these guys have;

There is small hole in block that matches up to a large hole in carb. Hole in carb has a step in it (looks like suposed to have the rubber duck bill there) if i put my mouth on fuel fitting and blow, it comes out there, im guessing that is where the flooding is coming from. I am ordering that tomarow

I put the rubber element in and new base gasget, but now wont idle and when try to give it gas it acts like its not getting enough gas. Do you think i should put carb kit in with new flapper valve and membrane?
