Ok guys, I need help, I have 1990 60 hp vro and if I drill where it says...I will have issues,, I have an npt thread already in the head, can I put it there ?

I posted pics to show top of powerhead and interference inside water jacket ...If I try to drill into the block it wont work. I also show a pic of the threaded location already on the head....can I just drill a through hole in the head there and utilize the threads that are already there ? Not sure what this was for anyways?
