Testing Electric boat horns

I have a set of electric trumpet style horns on my 24' 1989 Doral. When you hit the horn button, you would get a weak or no sound at all, so I took them off and brought them home, disassembled them and they were full of spiders/flies and various other bits of debris. Cleaned 'em up, put them back together. Now, the question is, how do you test them short of putting them back on the boat. I tried using my car battery with no luck on either, but is that correct? Do I need some sort of relay or are the just done?

i power and groud to them will make them work if they are any good.

guess the darned things are no good, too bad, the stainless looks mint, but I guess that's what stainless does...bought a new set today. Couldn't find anything made in North America, sign of the time I suppose
