Never seen a thermostat directly against the block, they are usualy against the intake manifold. Do you have a oic?

Between 1988 and 1995 there was three different designs. Only one design had the thermostat directly against the intake manifold. I need a picture of your housing or go to Mercury Mercruiser engines and parts and find your housing.

Mine is in the housing with a spacer between the intake in the housing. If you look at the housing passages you can tell if it is right or not. The water should only flow into the the engine side once the thermostat opens otherwise almost all of it will go out the exhaust.

You installed yours in the right place. You have the one Merc calls Design I. You need to have the sleeve 23-47508T and internal gasket 27-47510 installed to hold it down if it is not there. Here is the view

in the diagram you were given a link to it shows where it goes. it goes on top of the thermostat housing with a sleeve.

Re: thermostat in the wrong place

one last dumb question with the seal and the sleeve on top of it in the top chanber how would the water escape? this is the sleeve i found. Mercury Quicksilver Thermostat Sleeve Part 23 47508T | eBay im confused or......? lol

It appears to be the right part, but after looking again at your pic in post 6 it appears the sleeve is there. The sleeve appears to be put in upside down from the top.

Once the block is filled up there is always a small hole somewhere , sometimes in the stat it self which allows small amounts of water to pass.
