You should only be able to blow thru the pump one way. That would be the direction the fuel travels.

I'm actually surprised there isn't arrow(s) showing direction. Usually such vacuum driven pumps have arrows showing such things. And the inlet tube section usually states "Filter" as well. Because there is a filter behind that cover...

this motor will not start unless fuel is manually sprayed into cylinders. then it starts right up but runs crappy. After it runs for a few minutes it may start up without priming and it might not.

There is something wrong with electric choke !-----Try moving the solenoid.-----Or the motor is not drawing enuff air to pull fuel into carburetor throat when cranking.--Nozzle gasket is in place in carburetor ?------Year / HP / Model # of this motor ?

Thanks for your answer. The electric choke is working fine. You could be right about the motor not drawing enough air. I just noticed that the butterfly baffles in the carb throat are not opening right up. They are opening about 1/2 way. I will have to adjust that and give it a try. Its an evinrude 1980 V4 85 hp. Model # e85tlcsa. Though you might not find the model number in literature. The closest number I can find is e85stlcsa. The extra s in the number stands for special paint so I dont think it should matter. What is a nozzle gasket ? The carbs have new gaskets on the mounting plate.
