Thread insert problem

The thread insert #75 on my OMC cobra came out when removing the bolt that holds the transom mount cap #28.
The threads on the bolt where buggered up causing the thread insert to be stuck on the bolt.
Also as best as I can tell the threads in the transom mount hole look to be buggered up also.
The real issue I have is access to the bolt hole as the clearance between the top of the transom mount and the swim platform is tight and I can't get a drill or a thread insert tool in position to re-install a thread insert into the hole. Also like I said the threads in the hole that hold the insert in place look to be messed up.
So I am lost as how to proceed to fix this issue.

Can you take the swim platform off for more room?

Nope, intergated swim platform.

Would a right angle drill work? But you would probaly still not have room to get the insert tool in. Might have to drop the whole housing. I'm sure someone else has been there before.

I will use a sheet metal screw before I pull the transom mount.
