throttle adjustment on tiller

This is my first outboard so some of this post may seem trivial to others.

-2007 40HP 4 stroke merc tiller
-900lbs of aluminum to push, under propped (prop should be pushing 1100-1500lbs)
-My boats idle speed is 3mph (too fast for trolling)
-there is no play or spring return in the throttle twist grip

So I used the mercury service manual and adjusted the throttle link adjustment. The mercury manual has a confusing, mis-labled and poor digram so I had to go by the written word.

I adjusted the linkage so that the two timing marks in my attached diagram lined up. I could then troll at 1.5mph and there was some play in the throttle grip

I brought the motor in to have it checked out. The dealer said nothing was done but now the timing marks do not line up and the idle position of the roller/cam is back where it was and my idle speed is back to 3mph!

I have 4 questions:

Did I adjust it right?
What reasons would the dealer have for setting it in the position they did?
Should there be a bit of play in the throttle grip?
Should there be a spring return in the throttle grip?

I am calling the dealer Tuesday evening....but would like to have the conversation with a bit more knowledge:

Why would the dealer adjust the throttle so it is more advanced than the manual says it should be?

Any harm in loosening it back to where I think it should be....is there such a thing as to low and idle?

Spoke to the service guy....he tightened the throttle (advanced it) because the engine sounded like it idled to low.

This is an EFI unit.....there are no mechanical adjustments for it (the throttle adjustment must be for the cable).

So what does the service guy need to do? Maybe the idle was right, what is the normal test?......its no fun trailering this thing for service. I want to go fishing.
