OK, I took the tiller arm off, removed the screw holding the throttle cables in place in the tiller arm. Once the "male" hold down piece was removed the cables came loose from the tiller arm. After cleaning the grease off every thing and looking inside the tiller arm at the "female" component, I do not understand how the cables were attached inside the tiller arm. The cables where pinched under the hold down male component. I will try to include pictures :

Female component inside tiller arm turns with handle grip. Male component is stationary and screwed to tiller..No apparent attachment of cables to the female component which turns with handle grip and thus would regulate throttle cable movement

This is a picture of the male component which has been reversed to see how it interacts with the female component. I am not sure why there are two small holes inside this component. This is probably not a clear picture of what I am trying to explain. Any ideas would be appreciated
