Throttle cable

Trying to reassemble my tiller throttle cable on my 1982 7.5hp mercury outboard.

The screw that holds the steering arm (#9)came off, and the steering cables disconnected from the shaft throttle (#7).
Been looking everywhere for information on the correct was to connect the steering cables to the shaft throttle.
If anyone has any information, I would appreciate it..
