throttle cam 1986 140 evinrude

there is a cyl shape with the idle adjustment screw connecting the throttle cam to the linkgage to the timer base. I believe this has a spring that when you get over 1/3-1/2 throttle and the wot timing is max, that is comppresses to let the thottle plates open more. If the spring, or ? is worn will this not allow the timing to advance soon enough to that 1/3-1/2 throttle reponse thus has a retarded low to mid range respose? The motor has just been rebuilt and Ive checked the timing base and it appears to be free moving. Thanks for any thoughts.

The timing advance is mechanical. It has nothing to do with the spring. The spring allows the throttle arm to continue to move (to open the carbs) after the timer base has hit the stop.
