Throttle issue

I'm looking for help with a throttle problem that I'm having on my 1998 Tracker Force 40HP (Mercury). A couple months back, my shift linkage came undone, sticking the boat in reverse. I reconnected it, but since that time, I've been having troubles with my boat not going full throttle. If I push the choke button and move the throttle forward, it will go all the way up easily. With the prop engaged, it will only go about halfway. Occasionally it will kick in and go full throttle with the prop engaged, but those times are few and far between. I'm almost sure the issue is in the linkage that came apart, but I've adjusted the connecting nuts up and down trying to find a sweet spot, and none of those adjustments seem to have made a difference. Any ideas?
