Throttle Neutral Switch?

Discovered a starting issue must (might) be with my Throttle Neutral Switch. Looking for confirmation since I am not experienced with boat wiring/circuits...

Turn the key on, gauges spring to life but no cranking at the engine. Wiggle the throttle and finally get the engine to crank and start.

Seems this is a simple debug... is the switch located in the gunwale behind the lever or back within the engine on the linkage?

Know nothing about your outdrive. On an outboard the switch is under the cowling. I'd guess it's near the motor. Follow the shifter linkage while someone moves the throttle around. The linkage should cause some movement around a push button thingy. When the button is pushed down, the motor won't start.
