Throttle Position

Ok, this is my first boat that is not a tiller. It seems to me when I set the idle, the throttle should be pushed all the way back to allow for more throttle when I want it, however, all the boats I look at the throttle is in the 12o'clock position. Is this the way they are stored, or is this the position I should set my idle at. When I push the throttle back, a knob on the OB moves from start to slow idle. I set the idle with the throttle in the center 12 o'clock position to allow me to slow the speed down while moving and it should be designed to still allow me to get full throttle out of it. Is this correct? thanks

red handle is throttle should be all the way back at idle, blue is shift,
