Throttle problem 1964 28hp Evinrude

I just bought a 1964 28 hp evinrude. It seems to run fair (Need to adjust carb needle valves). but I cant seem to get the throttle to move to the "Fast" position. Even If I disconect the throttle cable and move the control manually it will only go to the start position. I have only run the motor in neutral in a barrel. Getting ready for "our" maiden voyage Saturday Morning. Any help would Be Greatly appreciated!

The throttle linkage may have a lock-out to prevent it from going to full throttle in neutral, and for good reason. To test to see if this is the case, with the motor off, try shifting into forward and see if the throttle fully advances.

I've got the same motor, only '62. Other fella is right. It wont go past start until in gear and rpms go up. Seems to be a safety. Good luck lugging that heavy bugger out of the barrell! My back still hurts.
