Throttle Stuck

Early 80's Evinrude 4.5hp.

The twist-throttle on the tiller doesn't fully adjust the throttle cable in the engine compartment and always returns to a very low idle.

Any ideas here?

Disconnect the carb end of the cable, hold it up and work some penetrating oil into it. Sounds like it's needing some lubrication.

Previous owner says pull the starter cord a bit first, then open the throttle on the tiller, then pull-start the engine. This supposedly disables a magnetic throttle controller that prevents the throttle from being wide open when not in use.

Although this sounds great in theory I just can't get it to work.
