throttle won't lock at trolling speed

Throttle keeps wanting to drift back to idle.Is there any was to put more tension on the cable or controls so it won't vibrate back?Also,what is the little black knob below the ignition switch on the controls do on this 1991 88 special?Thanks!!

That little Black knob is what you use to tighten the throttle to keep it from creeping back! Just tighten it up! (Clockwise)
